I think they just get a chart with every pokemon they created and throw a dart blind folded. the images have to to scrambled and what ever the dart hits they get a mega evolution.

Whatever the method is, they certainly don't consider the popularity of some Pokemon.

Wonder how long can they milk this. Though considering how little the actual game has changed in the last 2 decades...

@RazorD9: I hate how they stick by one god awful tradition of Pokemon only being able to learn a maximum of 4 moves. They only reason they started with that was because the original GameBoy could only handle 4.
